Districts fail to spend Shs2.3 trillion…

…but they now want Shs6.6 trillion. What for? 

Local governments have often complained of limited and untimely funding from the central government. However, investigations show that sometimes even when money is disbursed to districts, the money remains unspent for several reasons that HAGGAI MATSIKO tries to find out.
